采用单一来源采购方式的原因及说明：银港大楼位于温州市鹿城区小南路155号，主楼第四层01室、第九层至十七层每层01室，包含停车服务。原为国有企业中国农业银行股份有限公司温州分行名下资产，鹿城区机关事务管理中心于2019年报请鹿城区人民政府同意后向中国农业银行股份有限公司温州分行租入，交由温州市鹿城区市场监督管理局使用，现该大楼已被温州市鹿城区国有资产经营集团有限公司竞买所得。目前采购单位已在此办公多年，继续租赁可免去重新租赁其他房屋而产生的装饰装修等相关费用，也可保障采购单位工作有序进行、减少成本增加。
